　　編制“十四五”規(guī)劃，要把加強(qiáng)頂層設(shè)計(jì)和堅(jiān)持問(wèn)計(jì)于民統(tǒng)一起來(lái)。

　　當(dāng)前我國(guó)發(fā)展仍然處于重要戰(zhàn)略機(jī)遇期，但機(jī)遇和挑戰(zhàn)都有新的發(fā)展變化。在艱難險(xiǎn)阻面前，廣大人民群眾同心同德、齊心協(xié)力、頑強(qiáng)奮戰(zhàn)，作出了重大貢獻(xiàn)。

　　謀劃“十四五”時(shí)期發(fā)展，要補(bǔ)齊民生領(lǐng)域短板，努力推動(dòng)高質(zhì)量發(fā)展，讓人民群眾有更強(qiáng)的獲得感、幸福感、安全感。

　　Efforts should be made to integrate enhancing top-level design and soliciting public opinion in formulating the 14th Five-Year plan.

　　China is still in an important period of strategic opportunity for development, but is facing new opportunities and challenges. The people have been united as one in the face of hardships and difficulties and worked hard to make major contributions.

　　When making plans for the 14th five-year period (2021-2025), more efforts should be made to improve weak links concerning people's livelihood, while striving for high-quality development so that the people will always have a stronger sense of fulfillment, happiness, and security.
