基本養(yǎng)老保險(xiǎn)全國統(tǒng)籌已于今年1月1日正式實(shí)施。

　　China has started nationwide pooling of basic pension funds since Jan 1 this year, Vice1 Minister of Finance Yu Weiping said at a press conference.

　　財(cái)政部副部長(zhǎng)22日在新聞發(fā)布會(huì)上表示，企業(yè)職工基本養(yǎng)老保險(xiǎn)全國統(tǒng)籌1月已啟動(dòng)實(shí)施。

　　The move will allow pension funds to be transferred from regions with surplus to regions with deficit, Yu said on Tuesday, adding the ministry2 is drawing up related documents and will strengthen guidance to localities.

　　制度實(shí)施后，將在全國范圍內(nèi)對(duì)地區(qū)間養(yǎng)老保險(xiǎn)基金當(dāng)期余缺進(jìn)行調(diào)劑。他還補(bǔ)充道，財(cái)政部正在抓緊研究制定養(yǎng)老保險(xiǎn)全國統(tǒng)籌相關(guān)配套文件，加強(qiáng)對(duì)地方實(shí)施工作的跟蹤指導(dǎo)。

　　Qi Tao, an official from the Ministry of Human Resources and Social Security, said the move will make sure that retirees in less-developed regions will get their pensions timely and sufficiently3.

　　人力資源和社會(huì)保障部養(yǎng)老保險(xiǎn)司副司長(zhǎng)亓濤說,全國統(tǒng)籌制度實(shí)施后，困難地區(qū)的養(yǎng)老金發(fā)放更有保障。

　　According to Qi, all Chinese regions realized the pooling of pensions funds at the regional level at the end of 2020, but it was not enough. Gaps of economic development and differences in the age structures of populations have led to pension fund surplus in some regions as well as difficulties of payment in others.

　　據(jù)介紹，至2020年底，各省份實(shí)現(xiàn)了基金省級(jí)統(tǒng)收統(tǒng)支。但是，由于我國區(qū)域間經(jīng)濟(jì)發(fā)展水平、人口年齡結(jié)構(gòu)等存在差異，一些省份基金結(jié)余比較多，但一些省份養(yǎng)老保險(xiǎn)基金的支出壓力比較大。

　　全國統(tǒng)籌制度(the establishment of the nationwide pooling system)實(shí)施以后，通過加強(qiáng)對(duì)養(yǎng)老保險(xiǎn)政策、經(jīng)辦服務(wù)、信息系統(tǒng)等方面的統(tǒng)一管理(the unified4 management of pension policy, pension services and information systems will be enhanced)，將有利于進(jìn)一步提升保障能力 ，更好地確保養(yǎng)老金按時(shí)足額發(fā)放。
