　　Seventy years ago, a book published in Britain became a global sensation. This was Edgar Snow’s Red Star over China – an account of his visit to the revolutionary base in China.

　　一是中國經(jīng)濟(jì)步入“新常態(tài)”。其特點(diǎn)是從高速增長轉(zhuǎn)為中高速增長，經(jīng)濟(jì)結(jié)構(gòu)不斷優(yōu)化升級(jí)，從要素驅(qū)動(dòng)、投資驅(qū)動(dòng)、出口驅(qū)動(dòng)轉(zhuǎn)向創(chuàng)新驅(qū)動(dòng)、國內(nèi)消費(fèi)驅(qū)動(dòng)。

　　The first opportunity is the economic new normal in China. China’s High-speed growth is shifting down a gear. Economic structure continues to upgrade. Innovation and domestic consumption are replacing production factors, investment and export as key economic drivers.

　　我也相信，歐洲和英國經(jīng)濟(jì)的復(fù)蘇將促進(jìn)澤西島經(jīng)濟(jì)如同這四月的春天，全面回暖，生機(jī)盎然。

　　I am sure that like the warm April weather, the economy of Jersey will warm up amid the recovery in Europe and the UK and will brim with vigor and vitality.

　　中英都是世界上有影響的大國，擁有廣泛共同利益，肩負(fù)著促進(jìn)世界和平與發(fā)展的重要責(zé)任。

　　Both China and the United Kingdom are major countries with global influence. Our two countries have extensive common interests and shoulder important responsibilities for world peace and development.

　　一是全面建成小康社會(huì)。這一目標(biāo)覆蓋全體人民，不分地域，不讓一個(gè)人掉隊(duì)，涉及的領(lǐng)域也是全面的，包括經(jīng)濟(jì)、政治、文化、社會(huì)和生態(tài)文明。

　　The first objective is to build moderate prosperity in all respects. This objective applies to everyone regardless of the specific regions they are from. No one will be left behind. It also applies to all fields of everyday life – economic, political, cultural, social and environmental.

　　只要我們將經(jīng)濟(jì)總量和人均收入年增長保持在7%左右，實(shí)現(xiàn)這一目標(biāo)就有充分的保障。

　　If we can keep China’s economic total and per capita income growing at around 7 percent, moderate prosperity will be within reach.

　　二是全面深化改革。改革開放三十多年來，中國取得了舉世矚目的成就，站在了新的歷史起點(diǎn)上。

　　The second objective is to deepen reforms in an all-round way. After over thirty years of reform and opening-up, China has achieved remarkable progress and is standing at a new historical juncture.

　　Children and young people can find their lives stolen, their education blocked and their dreams dashed.

　　兒童和青年人可能發(fā)現(xiàn)自己蹉跎歲月，求學(xué)無門，夢(mèng)想破滅。

　　We must counter these destructive trends with a renewed commitment to finding our common humanity and fostering shared progress.

　　我們必須扭轉(zhuǎn)這些破壞性趨勢(shì)，再次承諾尋回我們的共同人性，促進(jìn)共同進(jìn)步。

　　That person is likely to be overworked, underpaid, and vastly under-appreciated, especially at the policy-making level. Yet that person is saving lives, all the same.

　　這樣一個(gè)人往往工作時(shí)間過長、獲得的報(bào)酬過低，而且人們通常認(rèn)識(shí)不到其工作的重要性/備受輕視，特別是決策層。但這樣一個(gè)人仍然是在挽救生命。

　　For the first time in history, more than half of humanity lives in an urban setting. Living in a city brings many benefits, like more opportunities for employment, improved food security, educational and cultural advantages, and better access to better health care.

　　歷史上第一次，半數(shù)以上人類生活在城市。生活在城市有許多好處，例如更多就業(yè)機(jī)會(huì)、糧食安全更有保障、教育和文化優(yōu)勢(shì)以及更有機(jī)會(huì)獲得更好的衛(wèi)生保健服務(wù)。

　　Most health systems in the developing world were built to manage brief episodes of acute infections, in which the patient either survives or dies. These systems are ill-prepared to manage diseases requiring long-term if not life-long care.

　　大部分發(fā)展中國家的衛(wèi)生系統(tǒng)旨在管理急性感染的簡短發(fā)作，患者要么活下來要么死去。這些系統(tǒng)沒有做好管理需要長期乃至終生護(hù)理的疾病的準(zhǔn)備。

　　For NCDs, all agree that prevention must be the cornerstone of the global response. Yet prevention is problematic, as the root causes of these diseases lie in non-health sectors.

　　對(duì)于非傳染性疾病，所有人都同意，必須以預(yù)防作為全球應(yīng)對(duì)工作的基石。但是，預(yù)防也面臨諸多問題，因?yàn)檫@些疾病的根源在衛(wèi)生部門以外。
