Emerging markets and developing countries are rising rapidly. The exponential growth of the Internet has created an unprecedented opportunity for the progress of human civilization.

　　同時，互聯(lián)網(wǎng)領(lǐng)域發(fā)展不平衡、規(guī)則不健全、秩序不合理等問題日益凸顯。網(wǎng)絡(luò)空間霸權(quán)主義、強(qiáng)權(quán)政治依然存在，保護(hù)主義、單邊主義不斷抬頭，不同國家和地區(qū)之間數(shù)字鴻溝不斷拉大，世界范圍內(nèi)侵犯個人隱私、侵犯知識產(chǎn)權(quán)、推行種族主義、散布虛假信息、實施網(wǎng)絡(luò)詐騙、網(wǎng)絡(luò)恐怖主義活動等違法犯罪行為已成為全球公害。

Privacy infringements, intellectual property rights violations, the rise of racism, spread of disinformation, Internet fraud, cyberterrorism and other illegal and criminal activities have become a global scourge.
