In the 2021-2025 period, China plans to keep the number of students at technical schools above 3.6 million and the employment rate for graduates above 97 percent, said the plan. By2025, China expects to have provided over 20 million vocational training sessions to enterprise employees and key employment groups, as well as training more than 2 million highly-skilled personnel.

《規(guī)劃》提出，“十四五”期間，技工院校在校生規(guī)模保持在 360 萬人以上，畢業(yè)生就業(yè)率保持在 97%以上;到 2025 年，面向企業(yè)職工和就業(yè)重點(diǎn)群體開展職業(yè)培訓(xùn) 2000 萬人次以上，累計(jì)培養(yǎng)培訓(xùn)高技能人才200 萬人以上。

《規(guī)劃》明確，“十四五”期間，我國將持續(xù)提升技工院校畢業(yè)生待遇，推動(dòng)落實(shí)畢業(yè)生享受就業(yè)創(chuàng)業(yè)、參軍入伍等相關(guān)政策(works will be done to allow technical school graduates to enjoy relevant policies on employment, entrepreneurship and army recruitment)，中級(jí)工班、高級(jí)工班、預(yù)備技師(技師)班畢業(yè)生分別按照中專、大專、本科學(xué)歷落實(shí)職稱評(píng)審(the granting of professional titles)、事業(yè)單位公開招聘(employment in public institutions)等有關(guān)政策。

規(guī)劃還提出，全面加強(qiáng)學(xué)生權(quán)益保障(ensure benefits for students in technical schools)。調(diào)整改版技工院校畢業(yè)證書，為畢業(yè)生各項(xiàng)政策待遇落實(shí)提供支持。完善學(xué)生實(shí)習(xí)管理制度(improve intern ship arrangements)，積極探索實(shí)習(xí)生參加工傷保險(xiǎn)辦法(provide work-related injury insurance for in terns)，加快發(fā)展學(xué)生實(shí)習(xí)實(shí)訓(xùn)責(zé)任保險(xiǎn)和人身意外傷害保險(xiǎn)。

技工院校是培養(yǎng)生產(chǎn)和服務(wù)一線技術(shù)工人的專門學(xué)校(technical schools are schools specializing in training frontline workers in the production and service sectors)。人社部數(shù)據(jù)顯示，截至 2020 年末，全國共有技工院校 2423 所，在校生 395 萬人(as of the end of 2020, China had 2,423 tech nical schools, with 3.95 million students enrolled)，2020 年全年面向社會(huì)開展各類職業(yè)技能培訓(xùn)超過 400 萬人次。
