China has released a development plan for the production of TV series, stepping up the regulation of the income distribution system and pay levels for performers.

　　規(guī)劃強(qiáng)調(diào)，嚴(yán)格執(zhí)行每部電視劇全部演員總片酬不得超過(guò)制作總成本40%(actors will have their pay capped at 40% of total production costs)，主要演員片酬不得超過(guò)演員總片酬70%(lead actors cannot be paid more than 70% of total cast pay)的制作成本配置比例規(guī)定。

　　The plan, released by the National Radio and Television Administration, aims at promoting fair competition in TV series production, preventing vicious expansion of capital, and encouraging healthy interactions between capital and the development of the industry.

　　這份由國(guó)家廣播電視總局印發(fā)的規(guī)劃同時(shí)提出，促進(jìn)電視劇市場(chǎng)公平競(jìng)爭(zhēng)，防止資本無(wú)序擴(kuò)張，鼓勵(lì)資本與產(chǎn)業(yè)良性互動(dòng)。

　　The administration will push for the establishment of standardized1 and institutionalized payment contracts in a unified2 form in the next few years, according to the plan.

　　規(guī)劃要求，推廣使用標(biāo)準(zhǔn)化、制度化、制式統(tǒng)一的片酬等勞務(wù)合同。

　　It said malpractices, including tax evasion3 and the provision of payments significantly higher than the normal level, will be seriously dealt with.

　　規(guī)劃指出，將對(duì)偷逃稅、 “天價(jià)片酬”等違法違規(guī)行為進(jìn)行嚴(yán)肅處理。
