　　問(wèn)：7日，巴基斯坦政府發(fā)表聲明，將降級(jí)同印度的外交關(guān)系并暫停雙邊貿(mào)易。中方對(duì)此有何評(píng)論?

　　Q: Pakistan has decided to downgrade diplomatic relations with India and suspend trade ties with New Delhi. What is your comment on that?

　　答：中方注意到巴方有關(guān)聲明。當(dāng)務(wù)之急是有關(guān)方停止單方面改變現(xiàn)狀的行動(dòng)，避免局勢(shì)升級(jí)。我們呼吁巴印通過(guò)對(duì)話協(xié)商解決爭(zhēng)議，共同維護(hù)地區(qū)和平穩(wěn)定。

　　A: China noted the relevant statement by Pakistan. The pressing priority is that the relevant party should stop unilaterally changing the status quo and avoid escalation of tensions. We call on Pakistan and India to resolve disputes through dialogue and consultation and jointly uphold regional peace and stability.

　　問(wèn)：聯(lián)合國(guó)最近一份報(bào)告稱以色列、英國(guó)、朝鮮、中國(guó)等國(guó)家的公司在2016年開(kāi)始就為緬甸提供武器。你能否證實(shí)該消息?對(duì)聯(lián)合國(guó)這份報(bào)告有何評(píng)論?

　　Q: A recent UN report said that companies from Israel, the UK, the DPRK and China have supplied weapons to Myanmar since 2016. Can you confirm that? What’s your comment on this UN report?

　　答：緬甸是中國(guó)友好鄰邦，中緬在各領(lǐng)域都保持著友好合作，包括正常的軍貿(mào)往來(lái)。中國(guó)政府對(duì)軍品出口一向采取慎重、負(fù)責(zé)的態(tài)度，依據(jù)中國(guó)承擔(dān)的國(guó)際義務(wù)和國(guó)內(nèi)法律法規(guī)對(duì)軍品出口進(jìn)行嚴(yán)格管理，遵循軍品出口三原則，即：有助于接受國(guó)的正當(dāng)自衛(wèi)能力;不損害有關(guān)地區(qū)和世界的和平、安全與穩(wěn)定;不干涉接受國(guó)的內(nèi)政。

　　A: Myanmar is China’s friendly neighbor. The two countries maintain friendly cooperation in various fields, including on normal military trade. The Chinese government adopts a prudent and responsible attitude towards the export of military items, manage it strictly in accordance with China’s international obligations and domestic laws and regulations, and follow the three principles for arms exports: the exports should be conducive to the legitimate self-defense capability of the recipient country; they should not undermine peace, security and stability of the region concerned and the world as a whole; and they should not be used to interfere in the internal affairs of the recipient country.

　　問(wèn)：網(wǎng)絡(luò)調(diào)研公司FireEye發(fā)布報(bào)告稱，一家為中國(guó)政府工作的黑客組織，為牟取私人利益攻擊一些在線游戲公司和加密貨幣供應(yīng)商。FireEye稱，這些黑客為中國(guó)政府工作，也為了利益涉足一些商業(yè)黑客行為。中方對(duì)此有何回應(yīng)?

　　Q: According to a report issued by the cyber-research firm FireEye, a hacker group working for the Chinese government attacked game companies and cryptocurrency providers for personal profit. FireEye said those hackers work for the Chinese government and are involved in commercial hacking behaviors for profit. I wonder what is your response?

　　答：你提到的這家公司多次借網(wǎng)絡(luò)安全問(wèn)題指責(zé)中國(guó)，純屬無(wú)中生有、別有用心，中方對(duì)此堅(jiān)決反對(duì)。

　　A: The firm you mentioned accused China many times under the pretext of cybersecurity. Its accusations are ill-intentioned fabrications. China firmly opposes that.

　　中方是網(wǎng)絡(luò)安全的堅(jiān)定維護(hù)者，堅(jiān)決反對(duì)并打擊任何形式的網(wǎng)絡(luò)攻擊、竊密活動(dòng)。網(wǎng)絡(luò)空間虛擬性強(qiáng)，溯源難，行為體多樣，在調(diào)查和定性網(wǎng)絡(luò)事件的時(shí)候應(yīng)拿出充分的證據(jù)，不能無(wú)端猜測(cè)。不負(fù)責(zé)任的指責(zé)只會(huì)加劇網(wǎng)絡(luò)空間的緊張對(duì)抗，毒化合作環(huán)境。

　　China is a staunch upholder of cybersecurity. We firmly oppose and combat all forms of cyberattack and cybertheft. The cyberspace is highly virtual and filled with multiple actors whose behaviors are difficult to trace. When investigating and determining the nature of a cyberspace activity, one should present abundant evidence instead of making random assumptions. Irresponsible accusations will only escalate tension and confrontation in the cyberspace and poison the environment for cooperation.

　　另外，我還想說(shuō)一句，誰(shuí)在全球范圍內(nèi)進(jìn)行網(wǎng)絡(luò)攻擊、竊密最活躍，大家心里有數(shù)。

　　I would also like to add that the world knows clearly who has been most engaged in cyberattack and cybertheft around the globe.

　　問(wèn)：據(jù)知情人士透露，在中方表示將停止購(gòu)買美國(guó)農(nóng)產(chǎn)品后，美方推遲了美國(guó)企業(yè)與華為公司重啟業(yè)務(wù)許可的決定。你對(duì)此有何評(píng)論?

　　Q: According to sources familiar with this matter, after China announced the suspension of purchasing American agricultural products, the US postponed a decision on granting licenses that would allow US companies to continue doing business with Huawei. I wonder what is your comment on that?

　　答：你所說(shuō)的美方?jīng)Q定我不了解，建議你向美方求證。我想強(qiáng)調(diào)的是：

　　A: I’m not aware of the US decision you talked about. I’d refer you to the US side. I’d like to stress the following points.

　　美方動(dòng)用國(guó)家力量無(wú)端制裁、打壓中國(guó)企業(yè)，嚴(yán)重?fù)p害美國(guó)國(guó)家形象和自身利益，更嚴(yán)重破壞全球產(chǎn)業(yè)鏈和供應(yīng)鏈，已經(jīng)并將繼續(xù)遭到世界各國(guó)的廣泛反對(duì)和抵制。我們注意到，高通、英特爾、美光等美國(guó)企業(yè)已經(jīng)要求美國(guó)政府及時(shí)就許可問(wèn)題作出決定。美商務(wù)部長(zhǎng)羅斯7月30日表示，已收到50多份對(duì)華為銷售許可的申請(qǐng)，預(yù)計(jì)數(shù)字還將增加。我想，企業(yè)界的態(tài)度還是很清楚的。美國(guó)政府在有關(guān)問(wèn)題上也是作出過(guò)承諾的。

　　The US has been using its national power to randomly sanction and oppress Chinese companies. This has seriously undermined its image as a country and its own interests. What’s worse, it has severely damaged global industrial chain and supply chain. This has been and will continue to be opposed by all countries. As we note, Qualcomm, Intel, Micron and other American companies have asked the US government to make a decision on granting licenses as soon as possible. US Commerce Secretary Ross said on July 30 that the department has received over 50 applications for sales license for Huawei, and the number is still increasing. I think the business community has demonstrated a clear attitude. Also, the US government has made commitments on this issue before.

　　我們敦促美方停止對(duì)華為等中國(guó)企業(yè)的無(wú)理打壓和制裁，以公平、公正、非歧視方式對(duì)待中國(guó)企業(yè)。奉勸美方本著對(duì)美國(guó)人民、對(duì)中美關(guān)系、對(duì)世界經(jīng)濟(jì)負(fù)責(zé)任的態(tài)度，放棄幻想，拿出誠(chéng)意，致力于同中方在平等和相互尊重的基礎(chǔ)上，通過(guò)磋商解決彼此關(guān)切和分歧。

　　We urge the US to stop unreasonable oppression and sanctions on Huawei and other Chinese companies and to treat them in a fair, just and non-discriminatory manner. We advise the US to become responsible for its people, for China-US relations and for the world economy, give up illusions and demonstrate good faith. It needs to work in concert with China to resolve each other’s concerns and differences through consultation based on equality and mutual respect.
