　　28年前我曾訪問過洛陽。未曾想到，今天的洛陽已成為如此生機(jī)勃勃，讓人印象深刻的城市。的確，自唐朝以來中國比任何時(shí)期更加開放。

　　我們都得成為中國通，因?yàn)橹袊�，尤其是中國的未來，對我們都至關(guān)重要。過去的28年，中國發(fā)生了巨大的變化。全世界都對她的成功充滿信心。

　　中國社會(huì)與經(jīng)濟(jì)發(fā)展給全世界帶來非凡的前景。這應(yīng)該也是我們所有人共同享有的機(jī)遇。為了抓住這一機(jī)遇，我們必須在歐洲與中國之間建立長期的戰(zhàn)略伙伴關(guān)系。

　　我認(rèn)為中國不會(huì)成為軍事擴(kuò)張的國家。中國加入世貿(mào)組織就是很好的例子，說明與中國充分合作，使中國更加融入國際社會(huì)可以對我們帶了什么樣的好處。

　　I visited Luoyang 28 years ago. Then I couldn’t have imaged the dynamic and impressive city that Luoyang has turned into today. China is definitely a more open place than at any time since the Tang Dynasty.

　　We all need to become China experts now, because China, and especially its future, matters for all of us. The last 28 years have seen tremendous changes in China. The rest of the world has a big stake in China’s success.

　　The possibilities that China’s social and economic development offers the world are extraordinary. This should be an opportunity for all of us. To make it so, we must forge a long-term strategic partnership between European and China.

　　I don’t think China is likely to become an expansionist military power. China’s membership of the WTO is a good example of how working with China and interesting it more fully into the international system can work to all of our advantage.
