　　We will improve the performance of state capital and SOE reforms.

　　We will launch a three-year action plan for SOE reform. We will improve the modern corporate structure of SOEs and the system of state capital regulation, and intensifymixed ownership reform. We will basically complete the task of relieving SOEs of the obligations to operate social programs, and resolve their other longstanding problems. SOEs should focus on their main responsibilities and businesses, establish sound market-oriented operating mechanisms, and increase their core competitiveness.

　　優(yōu)化民營(yíng)經(jīng)濟(jì)發(fā)展環(huán)境。保障民營(yíng)企業(yè)平等獲取生產(chǎn)要素和政策支持，清理廢除與企業(yè)性質(zhì)掛鉤的不合理規(guī)定。限期完成清償政府機(jī)構(gòu)、國(guó)有企業(yè)拖欠民營(yíng)和中小企業(yè)款項(xiàng)的任務(wù)。構(gòu)建親清政商關(guān)系，促進(jìn)非公有制經(jīng)濟(jì)健康發(fā)展。

　　We will foster an enabling environment for the development of the private sector.

　　We will see that private businesses have equal access to production factors and policy support. We will review relevant regulations to abolish those that unfairly differentiate enterprises according to form of ownership. Deadlines will be set for government bodies and SOEs to make overdue payments owed to private and small and medium businesses. We will foster a cordial and clean relationship between government and business and promote the healthy development of the non-public sector.

　　推動(dòng)制造業(yè)升級(jí)和新興產(chǎn)業(yè)發(fā)展。支持制造業(yè)高質(zhì)量發(fā)展。大幅增加制造業(yè)中長(zhǎng)期貸款。發(fā)展工業(yè)互聯(lián)網(wǎng)，推進(jìn)智能制造，培育新興產(chǎn)業(yè)集群。發(fā)展研發(fā)設(shè)計(jì)、現(xiàn)代物流、檢驗(yàn)檢測(cè)認(rèn)證等生產(chǎn)性服務(wù)業(yè)。

　　We will encourage the upgrading of manufacturing and the growth of emerging industries.

　　We will support high-quality development of manufacturing. We will markedly increase medium- and long-term loans to manufacturers. We will promote the industrial internet, boost smart manufacturing, and foster clusters of emerging industries. We will develop producer services such as research, development and design, modern logistics,inspection, testing and certification.

　　電商網(wǎng)購、在線服務(wù)等新業(yè)態(tài)在抗疫中發(fā)揮了重要作用，要繼續(xù)出臺(tái)支持政策，全面推進(jìn)“互聯(lián)網(wǎng)+”，打造數(shù)字經(jīng)濟(jì)新優(yōu)勢(shì)。

　　New forms of business such as e-commerce, online shopping, and online services have played an important role during the covid-19 response and more policies will be introduced in support of such businesses. We will advance Internet Plus initiativesacross the board and create new competitive strengths in the digital economy.

　　提高科技創(chuàng)新支撐能力。穩(wěn)定支持基礎(chǔ)研究和應(yīng)用基礎(chǔ)研究，引導(dǎo)企業(yè)增加研發(fā)投入，促進(jìn)產(chǎn)學(xué)研融通創(chuàng)新。加快建設(shè)國(guó)家實(shí)驗(yàn)室，重組國(guó)家重點(diǎn)實(shí)驗(yàn)室體系，發(fā)展社會(huì)研發(fā)機(jī)構(gòu)，加強(qiáng)關(guān)鍵核心技術(shù)攻關(guān)。發(fā)展民生科技。

　　We will boost our capacity to support technological innovation.

　　We will provide stable support for basic research and application-oriented basic research, encourage enterprises to increase investment in R&D, and facilitate collaborative innovation by firms, universities and research institutes. We will accelerate the development of national laboratories, restructure the system of key national laboratories, and develop private R&D institutions. We will make greater efforts to achieve breakthroughs in core technologies in key areas, and promote the development of technologies that improve quality of life.

　　We will intensify international cooperation on science and technology. Intellectual property protection will be strengthened. We will reform the mechanisms for applying scientific and technological achievements, ensure unimpeded flows in innovation chains, and create an enabling environment that encourages innovation and tolerates failure. We will introduce an open competition mechanism to select the best candidates to lead key research projects.
