過去二十年，農產品加工業(yè)始終是中國農業(yè)發(fā)展的引擎，它使農民的腰包鼓了起來。
在改革開放的年代中，尤其是在20世紀最后五年，農業(yè)加工在國民經濟中的重要性一直在穩(wěn)步上升。
國家統(tǒng)計局數(shù)字顯示，農產品加工業(yè)已成為最具活力的產業(yè)，其增長率名列國民經濟中各產業(yè)之首。
過去十年中，農產品加工業(yè)平均年增長達到9.2%，高出當前國民經濟的增長，該產業(yè)的增加值攀升到84.6%。
國家經貿委副主任歐新黔說，農業(yè)加工業(yè)的高速發(fā)展推動了中國農產品市場，促進了農業(yè)的總體進步。他還說，該產業(yè)的巨大進步成為推進國民經濟發(fā)展的力量源泉。
加工農產品也給中國農民帶來了更多的收入。越來越多的鄉(xiāng)鎮(zhèn)企業(yè)正在建立一種與當?shù)剞r民利益共享的關系，這種關系不僅確保利潤收入，而且同時降低了農業(yè)生產者的風險。
到目前為止，農業(yè)加工業(yè)已為全國農民創(chuàng)造了超過1500萬個就業(yè)機會。
與此同時，該產業(yè)也正在加速中國農業(yè)的結構重組。
中國農業(yè)部部長杜青林指出，中國政府的目標在于建立一個安全可靠的農產品供應體系，一個加工產業(yè)體系，一個質量控制和安全體系，一個技術革新體系和一個符合WTO規(guī)則的政策支持體系。
杜部長說中國必須依靠這5個體系來拓展農業(yè)改革和農村經濟的結構重組。
根據(jù)農業(yè)部鄉(xiāng)鎮(zhèn)企業(yè)局局長劉增勝的分析，建立以上五個體系將有助于逐步改變加入WTO后中國農業(yè)面臨的嚴峻形勢，并且提高中國農產品的競爭力。
我們相信，到2005年，農產品加工業(yè)將在國民經濟中發(fā)揮更加重要的作用，隨著區(qū)域資源的不斷優(yōu)化，中國一定能夠以新的活力參與國際競爭。

Farm Products Processing Industry Helps China's Agriculture Prosper
In the past two decades, the agricultural processing industry has been the engine fueling the development of Chinese agriculture and filling farmers' wallets.
The importance of agricultural processing in the national economy has been steadily rising during the reform years, typically the last five years of the 20th century.
According to figures released by the National Bureau of Statistics ( NBS) ,the farm products processing industry has become the most dynamic industry with a growth rate topping all industries in the national economy.
In the last 10 years, its average annual growth reached 9. 2 percent, higher than the current growth of the national economy and the value added by this industry hit 84. 6 percent.
Ou Xinqian, vice-minister of the State Economic and Trade Commission, said the fast growth of the agricultural processing industry had boosted the market for Chinese agricultural products, and promoted the upgrade of agriculture generally. He added that the huge leaps in the industry created the power to propel the national economy.
Processing farm products also brings Chinese farmers better incomes. More and more township enterprises are forging a relationship that shares benefits with local farmers, which ensures business profits and also cuts risks for agricultural producers.
So far, the agricultural processing industry has created more than 15 million job opportunities for Chinese farmers throughout the country.
The industry is also speeding up the restructuring of Chinese agriculture.
Minister of Agriculture, Du Qinglin, revealed government targets for setting up a secured system for farm products supply, a system of processing industries, a system of quality control and safety, a system of technical innovations and a system of policy support to conform with WTO rules.
Du said China had to rely on these five systems to broaden agricultural reforms and economic restructuring in rural areas.
According to the analysis drawn by Liu Zengsheng, director of the Bureau of Township Enterprises of the Ministry of Agriculture, setting up the above five systems will gradually help change the severe situation facing Chinese agriculture after the WTO entry and will increase the competitiveness of Chinese farm products.
We are confident that, by the year 2005, farm product processing will play a more vital role in the national economy and with the continuous optimizing of regional resources, China is sure to participate in international competition with new vigor.
