大家好!很高興今天在布魯塞爾與歐方共同舉辦中歐知識(shí)產(chǎn)權(quán)高層論壇。此前，我已與歐委會(huì)代表Ewa Synowiec司長(zhǎng)在德國(guó)漢諾威共同見證了中歐合作的首個(gè)“中國(guó)參展企業(yè)知識(shí)產(chǎn)權(quán)服務(wù)站”在CeBIT上設(shè)立，并高興地看到服務(wù)站在中歐知識(shí)產(chǎn)權(quán)合作方 面發(fā)揮了積極作用。//

服務(wù)站向中國(guó)參展企業(yè)提供咨詢和調(diào)解服務(wù)，一方面有利于參展企業(yè)了解當(dāng)?shù)胤�律，更好地保護(hù)知識(shí)產(chǎn)權(quán)，另一方面也有利于加強(qiáng)國(guó)外知識(shí)產(chǎn)權(quán) 權(quán)利人與中國(guó)參展企業(yè)間的溝通和交流，盡量妥善解決知識(shí)產(chǎn)權(quán)糾紛。以服務(wù)站為代表的一系列知識(shí)產(chǎn)權(quán)合作項(xiàng)目，為中歐加強(qiáng)合作、共同促進(jìn)企業(yè)創(chuàng)新發(fā)展發(fā)揮了 重要作用。在此，我對(duì)歐委會(huì)、歐專局和中歐知識(shí)產(chǎn)權(quán)二期合作辦公室的大力支持表示感謝!

It is my great pleasure to attend the China-EU High Level Forum on IPR Protection co-sponsored with the European Commission here in Brussels. Earlier at CeBIT in Hanover, Germany, I had witnessed with Director General Ewa Synowiec of the European Commission the launch of "China IPR Desk", a joint project by China and EU, together. I’m pleased to see that this project has played an active role in China-EU cooperation on IPR protection. //

The "China IPR Desk" provides consultation and mediation services to Chinese exhibitors, which on the one hand enable the Chinese exhibitors to know local laws and improve the IPR protection, and on the other hand enhance the communication and exchanges between foreign IPR owners and Chinese exhibitors and properly solve IPR disputes. Represented by the "China IPR Desk", a series of IPR cooperation projects have played an important role in strengthening China-EU cooperation and facilitating enterprise innovation and development. Here, I shall express my appreciation to the European Commission, the European Property Rights Bureau and the Phrase Ⅱ China-EU IPR Cooperation office for the great support.

作為一個(gè)發(fā)展中國(guó)家，中國(guó)在知識(shí)產(chǎn)權(quán)領(lǐng)域還有大量的工作要做，《國(guó)家知識(shí)產(chǎn)權(quán)戰(zhàn)略綱要》也明確了戰(zhàn)略任務(wù)、重點(diǎn)和相應(yīng)的措施。對(duì)知識(shí)產(chǎn)權(quán)領(lǐng)域出現(xiàn)的問(wèn)題，中國(guó)是以高度負(fù)責(zé)的態(tài)度來(lái)處理的。知識(shí)產(chǎn)權(quán)是一個(gè)國(guó)際性問(wèn)題，相互指責(zé)并不能解決問(wèn)題，合作與對(duì)話應(yīng)成為解決問(wèn)題的最 佳途徑。//

面對(duì)不斷蔓延的金融危機(jī)，加強(qiáng)合作，共同抵制貿(mào)易保護(hù)主義，正成為國(guó)際社會(huì)的共同心聲。知識(shí)產(chǎn)權(quán)是中歐雙方共同關(guān)注的重要問(wèn)題，我相信，隨著對(duì)話與交流的不斷深入，知識(shí)產(chǎn)權(quán)將會(huì)成為雙方合作的一個(gè)亮點(diǎn)。我希望歐方能夠繼續(xù)對(duì)中國(guó)給予理解、支持和幫助，與中方攜手同前，共克時(shí)艱，不斷深化知識(shí)產(chǎn)權(quán)合作，共同提高知識(shí)產(chǎn)權(quán)保護(hù)水平，推動(dòng)中歐經(jīng)貿(mào)關(guān)系健康穩(wěn)步發(fā)展。

As a developing country, China still has a lot more work to do in the IPR field. The Outline of the National IPR Strategy further defines the strategic objectives, priorities and corresponding measures in this regard. China has reacted responsibly to every issue arising on IPR. However, IPR protection is a global task. Pointing fingers at each other will not solve the problem. Cooperation and dialogue is the best

In the face of the escalating financial crisis, there is an increasing international consensus on strengthening cooperation and resisting trade protectionism. IPR is a key topic of mutual interest to both Europe and China. I believe, as dialogue and communication goes deeper, IPR will become a highlight of our cooperation. I hope the EU could continue to understand, support and assist China, work with China to overcome the current difficulties, deepen IPR cooperation, and enable greater IPR protection, so as to promote the healthy and steady development of China-Europe trade and economic relations.
