主席先生，

　　2000 年以來(lái)，聯(lián)合國(guó)確立的千年發(fā)展目標(biāo)為實(shí)現(xiàn)人類生存和發(fā)展作出了重要貢獻(xiàn)，然而全球發(fā)展道路依然漫長(zhǎng)。國(guó)際社會(huì)在減貧、消除饑餓、婦幼健康與教育等領(lǐng)域仍然任務(wù)艱巨，在環(huán)境、氣候變化、能源資源安全等領(lǐng)域面臨新的挑戰(zhàn)。千年發(fā)展目標(biāo)將在一年后到期，2015 年后發(fā)展議程將接過(guò)歷史的接力棒。國(guó)際社會(huì)應(yīng)本著繼承和創(chuàng)新精神，拿出更有效方案，采取更積極行動(dòng)，推動(dòng)人類社會(huì)的共同發(fā)展。

　　Mr. President,

　　The Millennium Development Goals (MDGs) of the United Nations since 2000 have contributed greatly to human survival and development, however, global development remains a protracted task. The international community faces not only formidable challenges in poverty reduction, hunger elimination, the health of women and children, and education, but also new challenges in the environment, climate change, and energy and resources security.Next year is the deadline for the MDGs, and the post-2015 development agenda will take over the historical mission. In the spirit of past progress and innovation, the international community should adopt more effective plans and take more robust actions to promote the common development of human society.

　　中國(guó)認(rèn)為，發(fā)展議程應(yīng)達(dá)成三個(gè)目標(biāo)：一是惠民生，以消除貧困和促進(jìn)發(fā)展為核心。二是促包容，維護(hù)社會(huì)公平正義。三是重落實(shí)，以發(fā)展模式多樣化、共同但有區(qū)別的責(zé)任等為指導(dǎo)原則，加強(qiáng)全球發(fā)展伙伴關(guān)系，完善執(zhí)行手段和機(jī)制。

　　China assumes that the development agenda should have three goals: First, it should advance people's wellbeing, with focus on poverty eradication and development promotion. Second, it should promote inclusiveness so as to uphold social equity and justice. Third, it should ensure implementation, guided by the principles of diversity in development models and common but differentiated responsibilities, to enhance global partnerships on development and improve implementation tools and mechanisms.
