人類與自然共同組成世界。人類是自然蘊育的精華，自然是人類生存的環(huán)境。人類與自然的友好和諧相處，是人類社會可持續(xù)發(fā)展的必要條件。人類如果對自然進行破壞式的利用和改造，自然也必然還給人類報復式的懲罰。自從世界大規(guī)模的工業(yè)化以來，人類生產(chǎn)的物質(zhì)財富前所未有地增長，同時，自然生態(tài)和資源環(huán)境也受到了前所未有的破壞。歷史和現(xiàn)實都警示我們：人類必須自覺地與自然友好相處，人類的發(fā)展必須與生態(tài)的發(fā)展平衡共進。
Man and nature are all part of the world we live in. Man is the great achievement of nature while nature provides the surroundings in which man lives. Friendly and harmonious coexistence between man and nature is the prerequisite for the sustainable development of human society. If man should exploit and transform nature in a destructive way, nature will inevitably respond in kind. Since the dawn of large-scale industrialization in the world, material wealth created by man has been growing at an unprecedented speed while havoc never seen before has been wrecked to our ecological environment as well as natural resources. History and reality warns us that man must conscientiously strive to live in harmony with nature and our development must be pursued in parallel with ecological improvement.
中國是生態(tài)文明建設的倡導者和實踐者，節(jié)約資源、保護環(huán)境已經(jīng)被確定為中國的基本國策。改革開放以來，中國現(xiàn)代化建設取得了舉世矚目的成就，但中國作為世界上最大發(fā)展中國家的地位沒有變，中國仍處在快速工業(yè)化、城市化進程中。當前，我們面臨的生態(tài)環(huán)境壓力越來越大，人民群眾對保護生態(tài)、治理污染的要求越來越強烈。中共十八大把生態(tài)文明建設擺在中國現(xiàn)代化建設全局的突出位置，提出了建設資源節(jié)約型、環(huán)境友好型社會，建設美麗中國的目標。
China actively champions and engages itself in ecological conservation. Resource conservation and environmental protection have become China’s basic national policy. Since the launch of reform and opening-up, China has made widely recognized achievements in its modernization drive. Yet China remains the world’s largest developing country that is in the middle of accelerated industrialization and urbanization. Currently, we face mounting ecological and environmental pressure and greater demand from the people to protect the environment and treat pollution. The 18th CPC National Congress gave prominence to ecological conservation in China’s modernization drive and set the goal to build a resource conserving and environmentally friendly society and a beautiful China.
建設生態(tài)文明，中國正在行動。中國正在落實“十二五”期間單位GDP能耗降低16%、碳強度降低17%、主要污染物排放總量減少8%～10%等約束性指標，加快工業(yè)、建筑、交通等重點領域節(jié)能減排，深入實施大氣污染防治行動計劃。中國積極參與全球環(huán)境治理，認真履行有關國際環(huán)境協(xié)議，并不斷加大對發(fā)展中國家的資金、技術和人才培訓等幫助，努力為全球生態(tài)安全作出貢獻。
China is taking concrete actions to build a sound ecosystem. We are working toward the binding targets of reducing energy consumption per unit of GDP by 16%, cutting carbon intensity by 17% and slashing the discharge of major pollutants by 8-10% for the 12th Five-year Plan period. We are making accelerated efforts to conserve energy and reduce emissions in such priority sectors as industry, construction and transportation, and are pressing ahead with the action plan on air pollution prevention and treatment. In addition, China has played an active part in global environmental governance, earnestly implemented relevant international environmental agreements, scaled up assistance to other developing countries in funding, technology and personnel training, and worked hard to contribute to global ecological security.
