親、誠、惠、容是中國與周邊國家發(fā)展關系提出的重要理念。周邊國家在中國外交總體格局中占據(jù)首要位置和極為重要的戰(zhàn)略意義。穩(wěn)定安寧的地區(qū)環(huán)境，是中國和周邊國家的共同期許。無論是從理智上還是從感情上，中國都認為與鄰為善、以鄰為伴是唯一正確的選擇。因此，中國主張親、誠、惠、容的周邊外交理念。所謂親，就是堅持睦鄰友好，守望相助;講平等、重感情;常見面，多走動;多做得人心、暖人心的事，增強親和力、感召力、影響力。所謂誠，就是誠心誠意對待周邊國家，爭取更多朋友和伙伴。所謂惠，就是本著互惠互利的原則同周邊國家開展合作，編織更加緊密的共同利益網絡，讓周邊國家得益于中國發(fā)展，使中國也從周邊國家共同發(fā)展中獲得裨益和助力。所謂容，就是倡導包容的思想，強調亞太之大容得下大家共同發(fā)展，以更加開放的胸襟和更加積極的態(tài)度促進地區(qū)合作。

Pursuing the principles of amity, sincerity, mutual benefit and inclusiveness in diplomacy with neighboring countries
To pursue amity, sincerity, mutual benefit and inclusiveness is an important principle China follows in its relations with neighboring countries, who have been given top priority and extreme strategic importance in the broad diplomatic landscape of China. A stable and peaceful regional environment is the common aspiration of China and its neighbors. Based on both reason and emotion, China regards it the only correct choice to be a friendly neighbor and good partner with surrounding countries. Thus it advocates amity, sincerity, mutual benefit and inclusiveness in its relations with neighboring countries.
Amity means to be good neighbors who support each other, cherish their friendship based on equality, visit each other frequently, and do more deeds that enjoy public support to increase amity, empathy and influence. Sincerity means to be sincere in one's treatment of neighboring countries so as to make more friends and partners. Mutual benefit means to cooperate with neighboring countries for mutually beneficial results and build a closer network of common interests so that China's neighbors benefit from its development and China benefits and gains momentum from their common development as well. Inclusiveness refers to the belief that the Asia-Pacific region is large enough to accommodate the common development of all, and that Asian countries should work to promote regional cooperation with a broader vision and more active efforts.
